Repeated extract error - always the same file

Every time I try to install R2018b on macOS Mojave, the installation fails at the same place. After downloading 1,542 of 1.586 MB of simulink, I always get an Extract Error message with the text

The following error was detected while downloading 3p/eclipsexbaseruntimelibrary_common_1527214475.enc:

Invalid Http response

Would you like to retry downloading 3p/eclipsexbaseruntimelibrary_common_1527214475.enc? If you press No, the installer will exit without completing the installation.

Clicking "Yes" just causes the same message to reappear each time. Clicking "no" and retrying does not work, it just gets back to the same place and fails again. I tried deleting the incomplete download and the installer, and tried again with a freshly downloaded installer, but had no success, and I have 43GB free (and only selected a 18GB set of packages to install).

I have no antivirus or similar software running. I do have 9.3.0.713579 (R2017b) installed and running.
