Finding best set of parameters by fitting the experimental data to different theoretical data obtained using different parameters.

Hi everyone,
I am trying to get the best set of paramteres by comparing the experimental data with different outputs obtained using different sets of parameters. May someone suggest me some program or logic or command or function which can compare the experimental data with a number of theoretical data and return me the best set of parameters.
By the way, I have two parameters, density (1E16 to 1E18 cm^-3: step size 0.1E16) and temperatute (3 to 7 eV: step size 0.1 eV). A sample set of experimental data and theoretical data are attached.
I will be grateful for any help.

So what is the theoretical model? Why wouldn't you use it for the functional form?

Your question isn't very clear. The first thing you can try, ever, is to plot your theoretical and experimental data, afterwards deciding which step follows.
