Create a function named Local_Max.m that calculates the local maximum values of the signal by comparing the value of a sample with its immediate neighbour samples value. Give the time when the local maximums occur.

Assuming you can't just put a wrapper around imregionalmax(), then I'd just put a wrapper around movmax() or imdilate(), which computes the local max (requires Image Processing Toolbox), then compare with ==.
Hint:
localMax = movmax(...... % or imdilate(...........
maxIndexes = localMax == originalSignal
