Why does my top bar flicker and grays out in Simulink?

I have a problem where the top bar with the "Simulation", "Debug", "Modelling", "Run", "Step forwoard" and all other buttons is graying out by itself. Because of this it makes it very hard to work in Simulink and I can't seem to find a solution for this. This error was in 2023a and now it occurs in version 2023b too.

Does it happen when you work on a file ?

Yes. It is happening continously, no matter I'm working on something or I leave it open
