Problem 2069. Parallel vectors
Return true or false depending on whether 2 vectors are parallel or not. Vectors can be 2 or 3 dimensional. The origin is not considered to be a vector in this problem. Vectors are row vectors.
So: p1=[0 0 0] p2=[1 2 3] output = false
p1=[1 1]; p2=[4 4] output =true
