Before installing MATLAB the Microsoft Visual C++ Redistributable is installed. This installation fails with an error message:

"IExpress setup has encountered a problem and needs to close"

This error indicates that there was a difficulty encountered by the Microsoft installer responsible for integrating the Visual C++ Redistributable.
