how to solve the error 10061 (fail to connect service)while connecting a web_cam in windows

i deploy a gui that connects to webcam and gets a single frame and detect face by using vision.CascadedObject and places a box on face and that inserted box and frame stream on axes but while connecting to web_cam the program results .
fail to connect to the service with error code 10061.
the result of this error found after packaged into windows stand alone application but the code from matlab works fine.
