CPUs below 1000USD are used in Matlab

For AMD or INTEL CPU, which is more suitable for Matlab, I hope to find an Intel processor below 1000USD to use.

As long as AVX-512 instructions are not important for you, AMD will be your best choice.

As Mohammad recommended you to take a look here, under 1000USD Ryzen 5950X would be your best choice

You can spend a bit more for a AMD Ryzen Threadripper PRO 3955WX

Looking at intel, Intel Core i9-10980XE I would say is the competitor of the last AMD, but you have Intel Core i9-10940XE for a bit less price.

In any case, the prices I checked are in my country (euro zone) making the change to american USD, but it can vary depending your zone.

How much worse will i9 11900K be than 5950x?

I can't tell you by numbers but any multicore process you run will be faster on 5950x as it has 8 more cores.
