How to use Radial Basis Function(RBF) with different shape factors for scattered data?

Dear Matlab users,
I'm currently engaged with an issue regarding the application of RBF technique with different shape factors for scattered dataset.
I have attached the example set of scattered data and need to interpolate them(Power values) into different Height and Period values(which comes as timeseries dataset). I'm also looking to test them in different shape factors which will best suit for the application.
Can anyone help me to solve this issue? Are there any matlab toolboxes for these type of applications?
