I want to find where is the mistake, and want to plot the full region

This is the code that I have done. But I think there is a mistake in the code but I can't find where is the problem.
This code is related to the electromagnetic problem in the impedance of the trasmission line.
When I run this simulation code, it has no solution, and just finitely loop answer is shown so I wanna know where is a problem.
And also I wanna plot this code. How can I do it? This code is just a quarter region -- I wanna full region code, but I don't know how to do that.
Help me please.

I've made a few fixes, and don't get an infinite loop, but the main problem is you have not initialized SUM. First of all it's a bad idea to use a variable with the same name as a built-in function.
SUM = E1*SUM(V(3:IOUT+1,JOUT+2))....
+E1*V(2,JOUT+2)/2+E2*V(IOUT+2,2)/2;
You set the entire matrix SUM equal to a column vector extracted from that matrix (certain rows from column JOUT+2), thus changing the size of it. Not a good idea because the indexes IOUT and JOUT probably refer to the original sized matrix, not the subset cropped out of it. Plus SUM is now a column vector instead of a matrix. So the next time you try to get the (JOUT+2)'th column from it, it won't be there since it has only one column.
