How to form objectives function in genetics algorithms

Hello i am going to minimize the real power and the voltage deviation to enhance the voltage stabilty in the power system. However i am not able to formulate this mathematical equation into objective funtions. The state and control variable are given in the comment section . i would be grateful if you gives the brief idea about how to formulate this objective function
