the ability of ANN to do the same work as Design of experiments?

Hi, I'm asking for the ability of ANN to do the same work of Design of experiments without introducing terms of interactions for a full factorial design.How can i choose parameters of this network ( hidden layer, nbr of neurons ..) Thank you
