Simscape Electrical is a toolbox for Simulink. You can buy for your current license by going to your existing page or you can request a trial from here: https://www.mathworks.com/products/simscape-electrical.html.

It depends on which type of license you have. If you bought your own license, then you can go to the buy-addon page and see if the toolbox is available for your license type.

Step1: Go to this line: https://www.mathworks.com/mwaccount/
Step2: Click on your student license.
Step3: Press the buy add-ons button, and it will show a list of toolboxes you can purchase.
Step4: Select simscape electrical (I guess it will require you to buy Simscape too).
Step4: Pay the amount.
Step5: ???
Step6: Profit!!!
