Cartoon Image compression algorithm using DCT

Hi, I need to compress a particular image (cartoon image) and I want to use a DCT. My idea is to implement the following step for coding procedure:

Coding:

• DCT
• Quantization (scalar or vector)
• Entropy coder

Do you have some suggestion?
