Non overlapping ellipses bound by rectangle

I am trying to develop code which generates randomly rotated ellipses which do not overlap, bound inside a rectangle

I am unsure on the rotation and the equation which could determine if ellipses are overlapping, like i can perform a plot and see that some are overlapping but i am unsure how I would generate an if statement to exclude any that overlap. I will attach the two files I have completed so far
