Is it possible that you accidentally mixed software between R2019b Update versions? For example if you had R2019b Update 2 installed, and then went back to your original un-updated installers and installed a toolbox, then that could leave you with an incompatibility since the toolbox would not have been updated to know about the fixes that had been done in the Update.

Reinstall would probably be needed.

This error can occur when MATLAB gets corrupted during the installation process.

To resolve this issue, disable any security software or allow exceptions for the MATLAB application and then perform a clean installation of MATLAB.
