Why the output of support vector regression (SVR) epsilon output is same for 12 data?

My data has 1 response water level and 5 predictors. I use SVR to predict the water level. but the output of SVR come out with same value for 12 value. I do not sure what is the error in the matlab code. I use SVR-epsilon to predict the water level. I've use the SVR code from this website http://www.codeforge.com/read/71820/svmSim.m__html. Hopefully anyone can help me to overcome this problem.
