Hi,
I am a PhD student, and part of my research is currently writing a paper which me and my supervisors intend to be published. Can I use MATLAB student license to work on this?

If the paper is a requirement for graduation, then you can use the Student license for it.
If it is merely a good idea, sharing the results of your studying with the world, then as best I have been able to figure out, NO, you cannot use Student license for that.
What this would mean is that all of the work you are doing as part of your research to get your PhD qualifies as Student, but that anything you would do specifically for the paper would need Educational license, and that the figures created for submission should be created on an Educational license.
The boundaries do not always make practical sense.

I have access to MATLAB under a research license on my computer at university, but of course I am in lockdown. If I continue my work using my student license from home, and when it comes to making the final figures for publication use the research license computer at work, this would be fine would it not?

I don't think that would be a problem.

This FAQ page: https://www.mathworks.com/store/faq#student clearly mentions that it can be used to meet course requirements and perform academic research at a degree-granting institution.
