how to add Text Analytics Toolbox

Hi there
how can I add Text Analytics Toolbox to Matlab R2019b academic use?
its like a loop, I got the email that "we have determined that your university/institution has an active MATLAB and Simulink Campus-Wide License" and go back to select tools....

thank you I figure out our university agreement does not include Text Analytics Toolbox.
