Hello,
We use three MATLAB versions 2017b, 2018b and 2019b. Can I create a Simulink Project in MATLAB 2019b and still be able to load it MATLAB 2018b?

No. You will need to export as R2017b in the save menu.. Each version can load all previous versions but not newer versions.
