how can I calculate the current simulation time

Hi there
I tried to understand what was in the picture but i cannot.
Therefore I try to ask if someone can explain me.
what was done here and what was used exactly.

Formula:
LZ = s - 24.loor (s / 24)
S: simulation time = 8760 hours per year, corresponds to the number of
Hours a year
What is u? and why was used here.

The Simulink clock block provides the current simulated time.
