Missing installation files R2019b

I cannot use the online activation option due to a "connection error." I try to activate offline but l keep getting an error that it can't find files. Then I see instructions saying you HAVE to use the online option to get the files?! How do I get the files??

You use online processes to get copies of the installation files somewhere that you can do so, and transfer the installation files.

The license files can, if I recall, be emailed. They are text files that could, in theory, be typed in by hand from a printout, but if you have a lot of products licensed it could be a nuisance.
