how to reduce the sampling frequency of an ecg noise signal from 360hz to 250hz ...i downloaded MIT_BIH NOISE STRESS TEST DATABASE 'em recording' from physionet whose sampling frequency needs to be reduced in matlab

The code is already written for you in the function. You just need to read the documentation and then call the function passing in the appropriate inputs.
