Excel primary interop assembly is not found

when i package the "deployable archive with excel integration" ,i get the error below:

"Excel primary interop assembly is not found. Install Visual Studio Office Developer tools. These tools are usually installed during a standard Visual Studio installation."

but i have installed the "office/sharepoint development " component,which includes "office developer tools for visual studio". i try from visual studio 2017 to 2019,it just doesn't work,i can't figure out why.please help me,thank you.

for VS 2017 and Office 2016, you can try to copy

C:\Program Files (x86)\Microsoft Office\root\Office16\ADDINS\Microsoft Power Query for Excel Integrated\bin\Microsoft.Office.Interop.Excel.dll

TO:

C:\Program Files (x86)\Microsoft Visual Studio 12.0\Visual Studio Tools for Office\PIA\Office15

Create the path if doesn't exist
