how to merge two similar neighbouring regions into one larger region?

Based on the intensity distance and area ratio between neighbouring regions, any two similar neighbouring regions will be merged into one larger region.
How to achieve this??

Why not just average them, once they've been registered?
By the way, you've been asking a lot of questions about an extraordinarily broad range of image processing concepts. Are you really working on dozens of such diverse projects?
