Unable to download "third-party software: MinGW 5.3.0 from MinGW-w64.org" although using Matlab version R2017b

Hello,
I am trying to download "MATLAB Support for MinGW-w64 C/C++ Compiler " using add_ons capabilities.
My Matlab verison is :
>> ver('matlab')
-----------------------------------------------------------------------------------------------------
MATLAB Version: 9.3.0.713579 (R2017b)
MATLAB License Number: 312805
Operating System: Microsoft Windows 7 Entreprise Version 6.1 (Build 7601: Service Pack 1)
Java Version: Java 1.8.0_121-b13 with Oracle Corporation Java HotSpot(TM) 64-Bit Server VM mixed mode
-----------------------------------------------------------------------------------------------------
Downloading "support Packages" is OK, But Downloading "Third-party software" fails.

This support package is currently unable to download third-party software for MATLAB R2017a and earlier versions. For details and workaround, see this Bug Report.
