How do I compile a .cpp when MATLAB can't find the perl script file mex.pl?

After running "mex -setup", I am getting this error while trying to compile a .cpp:
"Error: compilation of \util\spmtimesd.cpp failed : Can't open perl script "C:\Program Files\MATLAB\R2019a\bin\mex.pl": No such file or directory"
For reference, I am trying to run the demo from http://www.timotheecour.com/software/graph_matching/graph_matching.html
I'm unsure of how to fix this issue or find information online. Is there a package that is available with the perl script?
Installed:
MATLAB R2019a 64-bit 9.6.0.1072779
MinGW-W64 C/C++ compiler version 19.1.0
Microsoft C++ 2019
