installing the de2bi function

I installed matlab R2018b, and I need the function de2bi, I can not install it when I click on install, it displays the following message:

Your administrator has closed your access to this MathWorks product.

Contact your MATLAB administrator (s) to request access.

Then you should contact your IT, just as this message tells you.

Or are you getting this message on a personal computer with a personal licence?
