Missing Toolboxes during the installation

Totally we have 19 license files. Does it mean we need 19 file installation keys to get the toolbox enabled during installation of Matlab? Do we also need to run the installation 19 times to activate the products during installation, so that we have all the toolboxes we need. Please note we have licenses for all toolboxes, but we are not getting the products listed during the installation of Matlab. Any suggestions?
We are looking for a one time installation, where we can give File installation key and activate or install products that we have license for.
