Did you actually save it as an m-file?
Is it saved to your search path? NOT saved in one of the MATLAB supplied directories?
By the way, it has several bugs in it anyway, so it won't compute a correct base 7 result. But that is irrelevant at the moment, since you are not even to the point of running the code.
