Why does the Gamepad Simulator block in Simulink does not work in the R2018b version of MATLAB?

When using the Gamepad Simulator block from the VEX hardware support package, the simulation runs but the output of the block is always zeros.

This is a known issue with the Gamepad Simulator block for R2018b. Please replace any usage of these blocks in your Simulink models with the one attached.
