Unfortunately I do not have the LTE System Toolbox, so I am unable to install that particular package myself.

Have you tried downloading from https://www.mathworks.com/matlabcentral/fileexchange/61585-5g-library-for-lte-system-toolbox ?

If you were able to download from https://www.mathworks.com/matlabcentral/fileexchange/61585-5g-library-for-lte-system-toolbox then unzip that into a convenient directory, and then have a look inside the directory. If you see a mlpkginstall file then double click it to install it.
