It doesn't work for me (R2018a). I get the following error: No appropriate method, property, or field 'YRuler' for class 'matlab.graphics.illustration.ColorBar'.

One approach you can take is to do a cellfun on the tick labels. Let me demo the idea with a simple example.

% Create a dummy image.
x = ones([10 1]);
y = linspace(-1,1,size(x,1));

c = y;

figure,...
    imagesc(x,y,c);

% Grab the colorbar.
hFig_cb = colorbar();

% Extract ticklabels.
tickLabelsToUse = hFig_cb.TickLabels;

% Perform cellfun on the ticklabels. 
% Use sprintf documentation to select appropriate label formatting.
tickLabelsMod = cellfun(@(c) sprintf('%0.3f',str2double(c)) , tickLabelsToUse, 'uni', 0);

% After modifying, simply update the entries. To be on safe side, I'm
% removing any existing tick labels, before applying my new labels.
hFig_cb.TickLabels = [];
hFig_cb.TickLabels = tickLabelsMod;

cb.Ruler.TickLabelFormat

Note: 'Ruler' and not 'YRuler'.
