I have designed 22kv and 6.6kv system connected with UPFC. But system shows output on 22kv ,just 100 v .

I have designed 22kv and 6.6kv system connected with UPFC. But system shows output on 22kv ,just 100 v . even i havechanged all parameter setting . 6.6 kv system shows same output realated to research artical. Active and reactive power of both system also flactuated . upfc that i have designed used IGBT with same rating as matlab bult in model but also changed up and down orignal values t0 extream values please help me
