How to limit YUV values?

I am working with mp4 yuv files. I want to limit the Y values to a range of 16 - 235 and the U and V values to 16 - 240. How do I accomplish this?
It's OK if these values hard clip, e.g.
if Y > 235, y = 235; if Y < 16, y = 16; if U > 240, y = 240;
etc.
