how to detect disability sign/image in car number plate

I am doing a project to recognize the vehicle number plate of person with disability assuming that their car number plate appended with symbol. I am successively detecting and recognizing car number but don't know to recognize the disable sign from number plate. Please refer the attached image and provide the ways to do.
