Dear Sir/Madam I would like to use MATLAB2013a for Xilinx 14.7 System generator but i don't know how can i get it as a free one

Thank you Mr Schmit for the quick post but I am facing difficulty in getting MATLAB 2013a on the store and even I wanted to buy

It is not possible to buy R2013a in the store. You can only buy the current version.
If you buy a Standard (Commercial) or Academic license, then you can use the new license to access older versions of MATLAB. I believe that is possible for Home licenses as well but I am not certain. I have heard contradictory information about whether it is possible for Student licenses.
Thus you need to contact Mathworks Sales to ask what is possible for the kind of license you are interested in.
