smoothing and derivation of noisy measurements

hello everyone, i have the vector attached as vector.txt and would like to perform the following actions:

1. exclusion of outliers

2. smoothen the data itself and

3. derive the smoothen data

So far I am getting nowhere with my own code...any suggestion/help is appreciated. Thx in advance
