How to code the transition rules? Which rule to be applied where in the matrix?

I have 729x729 matrix with me. I also have state transition rules available which have to apply to this matrix. Each entry in the rows and columns is 6 characters long(i,j,k,l,m,n)

Suppose, as we moved from column 1 to row 1, we can see the output as 'v' . eg.  moving from 010110 to 001110 giving output 'v' 

So, this way I want to solve the matrix by applying state transition rules attached. There are many cases with me that can be applied to the movement taking place. 

I want to generate a code using MATLAB defining the transition rules that could help me solve my matrix automatically, that could help decide which rule is getting applied to which transition?

The expression above the arrows are representing the state transitions. I uploaded an example for this.

Can you please help me make the code for showing these kinds of transitions.

As it is visible from the example, the expression above the arrow is representing the transition from one state to another. i.e. on moving from one state to another, what do I get.

Please help in making such code in MATLAB

Personally, I don't understand any of the description ( move from column to row?, see the output as 'v'? solve the matrix? what does that mean?). Maybe it's standard expressions in a domain I know nothing about. Better tags than matlab would tell us that.

@surabhi sachdeva: I do not understand the descriptions also. The meaning of the "transition rules" must be explained much more clearly, when you want to convert this to Matlab code.

Prefer to post text instead of photos, because then the readers can use it by copy&paste e.g. for questions for clarifications. You have to type in the rule as text at all for the comments in the code. So you can do this for the forum already also.
