What is the way to compress an audio file?

I need the code to compress an audio file using the steps shown in the word file attached. Please help me with the code.

@Chandvi Arora: Do you mean the Matlab code to call a library function like lame or mgpg123? Or do you want the complete encoding performed in Matlab? For the latter case, what do you expect as an answer? It is unlikely that somebody writes the code for you exactly matching your needs. Instructions like "Bit allocation, quntizing and coding" are not detailed and about "Psychoacoustic modeling" is a field you can write a PhD about.

Please post, what you have tried so far an ask a specific question. Posting a rough sketch and hoping for code will not work.
