Changing the weight in Radial Basis Function (RBF) network

Hai, i am using 'newrb' function in MATLAB R2013a and i want to change the weight inside the network of RBF. But sadly, i can't find the function files, code script that related to 'newrb' or any information documents so that i can change the weight. Are there possibility to change the weight when i using 'newrb' function? thank you in advance.

and

 doc newrb
