Error: Target Function Library 'NOT IN USE' is missing or does not contain a valid TFL Table.

Hi All,
Am getting a error while i try to build my model in 2011b matlab simulink. the error is "Target Function Library 'NOT IN USE' is missing or does not contain a valid TFL Table.".my system target file is rti1006.tlc. any thoughts?
