Hardware Support Package Installer is Unstable

When I install hardware support package such as Embedded Coder for Cortex-M, installation frequently fails.
It is successful approximately once in five times, so it is time consuming and annoying.
Is there any good way to install?
In addition, another problem is that error message shown below is lack of information and doesn't show resolution.

The error message only says "Ask technical support to resolve the issue".

In that case I would ask technical support for help
