Level of Histogram Problem

Hey there,

When i was working on histograms. I cannot recognize something that i heard about first time. There are two variable names Hi and Lo and it defines like that.

When i try to code it h(i) was unclear for me. In article they say about h(i) is :

Th1 - Th4 is a value thats okey but how can i find the h(i).Can someone help me to code it
