I have a signal of dimension 400 x 1... This is a time varying signal with timesteps of 7 microseconds.
How to determine the different dominant frequency components in the signals (either for the whole signal duration, or for specific periods)." What are the dominant frequencies?

Well, it depends how "dominant frequencies" are defined. You can get the dominant frequency just by taking the max of the spectrum, but if it is a complicated spectrum it may be multimodal and just the max may not give a very accurate representation so you would need to find multiple peaks or do a thresholding on the spectrum to find frequencies above a certain power
