Error when install MinGW

Hi, I have some trouble using mex and installing MinGW. Any help will be appreciated. Thank you in advance.
This is my error.
I do not have a Install from Internet option on my window. And I have tdm-gcc installed under c:/TDM-GCC-64 on my computer. The mex -setup command also doesn't work.
I am using R2016a on win10.
Thank you.
