Error Installing Hardware Support Package Installation For Xilinx Zync Based Boards

When I try to install the hardware support package for Xilinx Zync based baords or RTL-SDR based dongles, the installation always stalls at "Installing Third Party Software". I've seen a few posts referencing installation of minGW but after manual installation of minGW i'm still receiving the same behavior. I'm using release 2016b on windows 7 professional 64 bit. I have communications and signal processing toolboxes on my system as well. If anyone else has seen this issue and been able to overcome it, I would appreciate a reply.

Did you see an error saying "There was an error installing third-party software"?

If so, please refer to the following MATLAB Answers post published by MathWorks Support Team for more information on why this could happen and how to troubleshoot:

Recently there were some reported issues with installing RTLSDR support package using the add-on manager. This is because Osmocom has changed their website layout and moved the download location. In order to workaround this issue please do the following:

1) Download the new file from the following location using any browser:

http://osmocom.org/attachments/download/2242/RelWithDebInfo.zip

2) Place the zip file in the following directory: "C:\Users\<username>\Downloads\MathWorks\SupportPackages\R2016b\archives\3p\rtlsdrprecompiledlib.instrset_win64_*".

3) Finally run the add-on manager again to restart the installation process.
