Local Histogram Equalization image project question

function J = Project1_XX(I,m,n) LOCALHISTEQ Local histogram equalization.
J= Project1_XX(I,m,n) performs local histogram equalization on input image I using a window of (odd) size m-by-n to produce the processed image, J. To handle border effects, image I is extended by using the symmetric option in function pad array. The amount of extension is determined by the dimensions of the local window. If m and n are omitted, they default to 3. If n is omitted, it defaults to m. Both must be odd. Use function InClass2 for histogram equalization.
How do you obtain m, n in this case and how do you use this?

You pick something when you call the function. Pick whatever you want but not something bigger than the dimensions of the image.

Is this like picking a small block of the image like a 1x1. Then we move through the image with a for loop to process the image?

Yes, but they want a window/block of m rows and n columns, not 1 by 1 which is just scanning with a single pixel and would not do any filtering.
