I have a MATLAB version 2009 on my laptop, may I be able to download the latest version (2016b) and keep the old version as well. I.e. I want to keep both of these version. Thanks in advance

I have several successive versions of Matlab on my laptop (both 32 and 64 bits) and they all co-exist without problems. So long as you have a valid license, everything should work fine.

Yes, that is right.
Only one at a time can be the one that gets invoked by default when you double-click a file, but there is no problem starting them up specifically.
