How to solve Error using actxserver (line 90)?

Error using actxserver (line 90)
Server creation failed. Invalid ProgID 'TWS.TwsCtrl.1'.
Error in ibtws (line 38)
Can please somebody help me to fix this error?
I am using:

MATLAB Version: 8.5.0.197613 (R2015a)
MATLAB License Number:
Operating System: Microsoft Windows 10 Pro Version 10.0 (Build 10586)
Java Version: Java 1.7.0_60-b19 with Oracle Corporation Java HotSpot(TM) Client VM mixed mode

I allready tried nearly everything but it is still not working...
